Do Council-Led Homelessness Camps Work? A Contemporary Review of Outcomes, Risks and Conditions: Considerations for Australia

Homelessness Queensland’s review examines recent Australian and international evidence on council-led homelessness camps, including their potential to reduce immediate harm, their risks, and the conditions needed to protect residents’ rights and support pathways to housing. It finds that voluntary, well-resourced sites may provide short-term safety, stability, and access to services for some people, but that camps are not a substitute for secure housing, and that evidence on their outcomes remains limited. The review sets out seven evidence-informed principles to guide councils and recommends transparent, independent evaluation.
